Pip is reading at home--the rooms he and Herbert are renting in a house at the Temple in Garden Court. He probably has only a bedroom and a sitting room, but the narrator doesn't tell us which room he is in. There is a terrible storm, and he has decided to read until 11:00. The bells of St. Paul's strike the hour just as he is closing the book.
