Oberon and Titania are fighting and because of this, the weather and climate are affected. The weather is volatile and tumultuous, just like Oberon and Titania's relationship at this point. Once Oberon casts a spell on Titania (when she falls in love with Bottom) and after he has seen enough of her doting on Bottom, he decides to release the spell.
